Audit and Tax Provider
The Women’s Suffrage National Monument Foundation (“the Foundation”) seeks a CPA provider to perform audit and tax services.
The purpose of the audit and tax services is to ensure compliance with accounting principles and regulatory requirements as set forth by the Commemorative Works Act, and to provide valuable insights that will help the Foundation strengthen its financial management practices. The audited financial statements and IRS Form 990 will be filed with the National Park Service on an annual basis.

Women’s Suffrage National Monument Foundation Overview
The Women’s Suffrage National Monument Foundation was authorized by the United States Congress in 2020 to establish a commemorative work on federal land in Washington, D.C. to honor the pioneers of the early American movement for women’s equality. The Foundation’s mission is to build the first monument on the National Mall that fosters a deeper understanding of the women who shaped America’s democracy and inspires the continued pursuit of liberty and equality for all. The Foundation’s goal is to raise an estimated $150 million for this project. The monument will be funded in its entirety by private donations.
The Foundation currently has 5 employees including a Senior Director of Finance for bookkeeping and financial consultation.
The Foundation requires the following services:
- Complete an annual financial statement audit (Statement of Financial Position only as of December 31, 2024; complete financial statements for the year ended December 31, 2025 and each fiscal year going forward);
- Prepare and submit an annual IRS Form 990;
- Meet with selected Foundation staff to discuss and finalize financial statements; and
- Present audited financial statements and IRS Form 990 to the Board of Directors annually.
In order for our Board of Directors to review each document prior to its submission to the appropriate recipients, the financial statement audit must be completed within 180 days of the end of each fiscal year, and the preparation of the IRS Form 990 must be completed by May 15th of each year. It is our strong preference that an extension not be filed for the Foundation’s tax return.
We ask that your proposal includes (but is not limited to) the following:
- Firm Overview: describe how and why your firm is different from other firms, and why our selection of your firm as our independent auditors is the best decision we could make. Specifically, detail how your firm supports our vision to utilize women-owned businesses or women-led teams as we engage service providers for the Foundation.
- Proposed timeline: outline your proposed timeline for completing the financial statement audit and tax return, including key milestones. Provide a timeline for the 2024 audit, as well as the ongoing audit and tax services after this initial year.
- Fees for services: provide a breakdown of your annual fees for the requested audit and tax services. Separate fees should be shown for the years ending 2024, 2025 and 2026. Provide your billing rates and procedures for out of scope services not covered in your proposed fee structure.
- Independence: discuss the firm’s independence with respect to the Foundation.
- Client references: provide at least 3 client references for whom your firm has performed audits for similar nonprofits. The clients you list must be familiar with the partner and/or manager assigned to our audit.
- Peer review: include a copy of your firm’s most recent peer review report, the related letter of comments and the firm’s response to the letter of comments.
